Oliver (Joey Lawrence), a cat, is alone on the streets. He attempts to steal some food but fails until Dodger (Billy Joel), a dog, shows up and helps but keeps the food himself and runs off. Oliver follows him to the docks where he lives with other dogs and a poor man named Fagan (Dom DeLuise). Fagan owes Sykes (Robert Loggia) money, and Sykes comes to tell Fagan to pay up. Oliver helps the dogs fight off Sykes' dogs and becomes their friend. The next day, the dogs see a limo and decide to steal a part of it for Fagan. They fail, but Oliver gets stuck inside and gets found by a girl named Jenny (Natalie Gregory) who keeps him. Oliver is happy but the dogs don't know it and get him back. Fagan returns and learns that Oliver is owned by rich people and tries to ransom him, so Jenny comes to pay, but when Fagan sees her he feels guilty and gives Oliver back. Then, Sykes comes and kidnaps Jenny to hold her for ransom. Fagan and the dogs fight to get her back and win, and then the next day everyone goes to Jenny's party.
